SECONDARY PLAN

 

The Secondary Plan Study is a guideline document which outlines the intended form of development in the north-westerly portion of the Town and was accepted by Council in May 2002. The Study area encompasses the Highway 7 (Dufferin Street) corridor and a substantial area of largely vacant land to the north that is encompassed by the Lanark Road (west) and the Town boundary (north and east).

 

The purpose of the study is to examine the preferable development pattern and land use mix for this portion of the Town; to examine servicing needed to facilitate growth; and to propose strategies for extending municipal services. The intent of Council is that the study will be the basis of an Official Plan Amendment to open up the lands for future growth in and ensure that the land use and municipal servicing components are appropriately integrated into the existing community fabric.

 

The plan establishes a street and lot pattern for a mixed land use development which would include: approximately 350 residential units; areas for commercial development oriented to the highway corridor and employment/business park type uses oriented to County Road #511. Ultimately the plan is intended to emphasize the best elements of land use planning, urban design, cost efficient servicing and mechanisms to protect the natural environment.

 

The Secondary Plan Study is a document intended to be used by Council, the development industry and the public in general, in making decisions on land use changes and infrastructure extensions over the next several years. The elements of the Plan are flexible, and will enable the community to respond to changing conditions in land development, such as changing housing types and densities, variations in the mix of employment uses and pressures on the distribution of residential and non-residential land uses. The success of the Plan’s implementation will depend on a cooperative and coordinated approach in making these decisions and in financing the cost of infrastructure.
