
PLANNING DEPARTMENT
The Planning Department presently encompasses two positions: the Director of Planning and the Junior Planner / Planning Assistant, which is a part-time position. The current Director is Eric Cosens and Michelle Mahon is the Junior Planner / Planning Assistant.
The Planning Department is responsible for the administration of the Town’s Official Plan and Zoning By-law and activities related to the management of growth and development. The Official Plan is the Town’s policy document that classifies various areas of the Town for specific types or ranges of land use such as residential, commercial, industrial, park land and environmentally sensitive areas. The Zoning By‑law is municipally created law that specifies the type and extent of development that may occur on each lot. The By-law stipulates minimum setbacks (yards) from property boundaries, maximum lot coverage, maximum building height and other requirements such as the minimum amount of parking or landscaping or the size of accessory buildings and structures. The Department also has been assigned a leading role in administration of the Development Charges Study and the Development Charges By-law.
With respect to the administration of planning matters, the Department is responsible for processing a variety of applications including proposals for:
Official Plan Amendments; Zoning By-law Amendments; Site Plan Applications; Temporary Use By-laws; Encroachment By-laws and Deeming By‑laws.
The Department is also responsible for administering the Minor Variance Process, which involves proposals for minor relief from zoning requirements and related issues under the Planning Act. In this regard, the Director serves as the Secretary to the Committee of Adjustment
The Director is responsible for the submission of the Town’s formal comments regarding subdivision, condominium and consent (severance) applications and the issuance of zoning and encroachment certificates. The Director is also responsible for communicating with other agencies, the general public and the development community regarding planning matters and development proposals.

Community Improvement Plan
The purpose of the proposed Community Improvement Plan is to support and promote the continued beautification, improvement and revitalization of downtown Perth. The Community Improvement Plan applies to lands designated as the proposed Community Improvement Plan project area.
The Town of Perth commissioned the MMM Group Planning Consultants to facilitate the process of creating a Community Improvement Plan. Initial workshops to consult with property owners and business owners in the project area and with the general public were held in July 2010 and this resulted in the creation of the Foundations Report.
The Town of Perth passed By-laws creating the Community Improvement Plan project area and adopting the Community Improvement Plan for the Downtown on Tuesday, April 19th, 2011 and has issued a Notice of Adoption.
